AGHA BOARD MEETING
JANUARY 21, 2009
I. CALL TO ORDER-The meeting was called to order by Vice-President, David Estes, at 7:10 P.M.
II. ROLL CALL-Present: David Estes, Debra Jones, Derrick Laughlin, Carl Miller, Dick Moore and Anne Stellmon who arrived 5 minutes late. Absent: Royal Shields and Randy Simpson.
III. APPROVAL OF MINUTES-Carl Miller made a motion that was seconded by Derrick Laughlin to approve the November Minutes as presented. David Estes, Debra Jones, Carl Miller and Derrick Laughlin voted yes; Anne Stellmon and Dick Moore abstained because they did not attend the meeting. The Minutes were approved.
IV. AGHA FORUM-Norm and Quink Arlt attended the meeting.
V. UNFINISHED BUSINESS
A. Covenant Review Process-Derrick Laughlin made a motion that was seconded by David Estes to table further discussion on this issue until all Board Members were present. The motion passed unanimously.
B. Xeriscape Grant-Norm and Quink Arlt notified the community that the City of Aurora selected AGHA and one other HOA to share this year’s $60K grant money. The $ portion of the grant was not specified and AGHA must attend a design meeting on February 21, 2008 at 11 A.M. to complete the process which will determine our share of the grant. Quink Arlt and Anne Stellmon will attend this meeting. The Board extended their thanks and appreciation to Norm and Quink for the filing of our application, their planning for this project and their ongoing support of our community’s xeriscape plans. We have received several financial awards from the City of Aurora because of their efforts. AGHA will submit an application for the City of Aurora Annual Rebate Program if it is offered this year.
C. Audit and Tax Preparation-Jim Bush (303-344-1674) will prepare the 2008 taxes for AGHA at a cost of $200. Barb Powell forwarded to him the necessary documents on January 5, 2009. The deadline for filing is March 25, 2009; Jim will have them done by that date.
D. Parker Rd. Corridor Study Update-Several AGHA members attended the last community meeting on January 15, 2009 regarding the future changes to Parker Rd. between Hampden and Arapahoe Rd. A bike path, sidewalk and an extra lane is proposed that would affect AGHA. Homeowners are encouraged to attend future meetings or to send their concerns to the Board or anyone can file comments by visiting the website http://www.parkerroadcorridor.com/so that they may be addressed in the future. The following email was received from Norm Arlt who attended the meeting:

AGHA Board - I and several other residents attended the 1/15 Parker Road
Corridor Study public meeting at Shalom. Dave Kline, Bob Stracy, Cindy
Wagner, and Linda Jackson were homeowners that I recognized. Some notable
items:
1. The drawings that were posted showed a bike
path connecting from a tunnel under Parker Road and going through
our park, north of the creek, and connecting to the spillway to
Layton Drive. Several of us had concerns about having a public path
going through our private park. There was also
a sidewalk (probably 8') proposed along the east side of Parker Road in
our right of way. It would seem to be much better for access if the
tunnel would connect with this sidewalk and on up to Saratoga rather than
going through our park.
2. Another lane each way is proposed for Parker Road in our area. This
would add 12' for each lane, although not necessarily equally on each side.
We should keep this in mind for any xeriscape projects that we do.
3. We raised the issue of a sound barrier,
and were told that this would be determined at a future
environmental impact stage.
4. None of the projects in the study, other than Parker and Arapahoe,
have any funding identified, so it may be a few years before anything
happens.
5. It appears that the Parker and Arapahoe overpass will happen by 2012
or 2013.

E. Community Garden- A meeting will be held on Thursday, January 22 at Lynn Walton’s home for interested homeowners to make plans for this spring and summer. The garden will be located in an area near the tennis courts in the community common area near Parker Rd.
F. AGHA Mail-AGHA mail is being sent to Anne Stellmon’s address following the resignation of Barb Powell. Mail received: First Bank signature card information, City of Aurora Water Bill, an Xcel bill and a check from a title company for fees associated with the sale of the Powell home.
VI. NEW BUSINESS
A. New Treasurer-Barb Powell resigned from the Board on December 31, 2008 following the sale of her home. The following is her email:

Dick Moore indicated he was willing to assume the duties of Treasurer; Dick is a CPA. Derrick Laughlin made a motion that seconded by Debra Jones to appoint Dick Moore to be the new treasurer. The motion passed unanimously. An announcement of the change will be placed in the AGHA Gazette about the change and the opening on the Board. Interested homeowners may submit their names to be considered for the opening on the Board. Dick will contact Barb Powell to make arrangements to obtain the AG check book and necessary files. Anne Stellmon will get the Bank One Signature card signed and delivered to the bank so checks and deposits may be taken care of.
B. No Solicitation Signs-David Estes was approached by a homeowner concerned with the number of people leaving advertisements on doors. A suggestion was made to have “No Solicitation” signs installed in our neighborhood. Derrick Laughlin will contact our PAR officer to find out about enforcement if the signs are installed. This was received by Derrick following the meeting:

Mr. Laughlin,
I’m afraid that posting no solicitation signs would not be enforceable by our department. The signs are to broad based and we have no ordinance that prohibits passing out flyers. We do require anyone trying to sell something to have a license however, and that person would have a badge issued by the city of Aurora with the city seal on it. We can enforce laws against parties that have not registered with the city to sale items.
If you see someone in the neighborhood passing out flyers that seems to be spending longer then needed in one area I would suggest you call dispatch to have an officer come out. Hopefully we can contact the party and at least identify them should something occur in the future.

C. Secretary-No report. Anne Stellmon thanked Debra Jones for all her work and cooking for the Holiday Party; it was a wonderful evening.
D. Treasurer-On December 29, 2008 Barb Powell filed her financial statements electronically. They may be viewed on the AGHA website. Anne Stellmon made a motion that was seconded by Carl Miller to approve the Treasurer’s report as filed. The motion was approved unanimously.
E. ACC-No report.
F. Grounds-Norm Arlt filed his report electronically. Norm has solicited bids from maintenance contractors that must be received by Jan. 31, 2009. Two previous contractors have submitted bids so far.

G. Social-Debra Jones reported that 37 people attended the AGHA Holiday Progressive Dinner Party in December at a cost of $14 per person. The Social budget is over by $100 for the 2008-2009 year.
H. Neighborhood Watch-Our new Par Officer is Thomas Beach. Derrick Laughlin reported what appeared to be an abandoned car in the neighborhood today to the Aurora Police Dept. The police and the Arapahoe County Sheriff Dept. responded and posted a ticket on the car. There are 25 AGHA homes on the email tree.
I. Welcoming-The new neighbors who have purchased the Powell’s home are Sarah and Brett Mauzy. Carl Miller and Royal Shields will welcome the family.
