Andover Glen Homeowner’s Association Meeting Minutes
June 15, 2004

1. Call to Order: The meeting was called to order at the Parker Road entryway at
7 p.m. by President Barbara Harrington and then moved to the home of Curt Krall.
Board Members Present: Jan Guerra, Ron Adams, Randy Simpson (arrived late),
Barbara Harrington, Dave Kline, Curt Krall
Others Present: Quink Arlt
2. General Business:
Discussion of issues related to rebuild of monument: Barbara gave the board an
overview of the issues and options related to the rebuild of the monument. A
significant issue is the fact the location of the old monument was in CDOT right
of way, and even moving the monument in a few feet may not clear the right of
way. Monument may have to be turned and formed more into a V-shape arrangement
to get it out of the right of way, and moved quite a ways back from its current
location. This will require getting a new bid from the contractor as it will be
a different design and require more work, such as an entirely new foundation.
Annual meeting set for September 20th, 2004 – The annual meeting of the
Association was set for Tuesday, September 20th at 7 p.m. at Sagebrush
Elementary School.

2. Board Reports:
President & Wecloming - Barbara Harrington:
Reported that the rental property at 14184 Layton Dr. had numerous code
violations such as the lawn, garage doors broken, oil in driveway, etc. and she
was going to see if the City follows up on these violations.
Reported that we don’t have any new neighbors this month and only one house for
sale.
TGI Friday’s construction seems to be moving along and the Board received a
notice that Friday’s has applied to have extended hours of operation until 2
a.m. in order to serve people who want a late night bite to eat after a movie,
play, sporting event, etc. The Board replied that we are not opposed to the
extension of operation hours.
We have not received any updates as to what the plans are for the empty Eckerd
building.

Budget for 2004-2005 was presented and approved. 33 homes had paid annual dues
as of the date of the meeting.
Safety – Dave Kline
* Suggested we find out what the city of Aurora can enforce for us related to
code violations. Some of our covenant provisions may also be code violations.
New check off form for inspecting properties in the neighborhood was finalized.
Grounds - Norm Arlt (as reported by Quink Arlt):
· AG went slightly into the 2nd tier for watering in May. We may overrun budget
for this. Is manually controlling watering at times.
· Emerald Isle may build mulch beds in lieu of mowing when appropriate due to
drought.
· Norm building mulch beds by tennis courts and north fence.
· Norm added 4 yew shrubs at entrance.
· Arapahoe Acres planting rose bushes, grasses, and Russian sage in park by
Layton.
· Norm ordered replacement tennis court windscreen for $232 + shipping.
· Norm reattached windscreen which had broken loose at bottom.
· Replaced chain at back gate to tennis court (vandalism)
· Replace two balusters on gazebo (vandalism)
· Sent a thank you to Dave Burnett of Woodgate for submitting CDOT permit
request
· Stated we have about $500 left on mini-grant monies
Secretary – Randy Simpson
· Asked for any articles for the newsletter
· Brought up the issue of how to deal with significant problem homes in the
area. Suggested the idea of exploring a covenant change where the Association
might pay to bring properties into compliance with City Codes, and put a lien on
the property with interest to pay for these expenditures.
Social – Curt Krall
· Roll-off dumpster arranged for the weekend of June 25th-27th.
· All arrangements in place for the Garage Sale weekend.
Preservation – Ron Adams
· No new requests for property improvements submitted. Said he will follow up
with the owner of the property at 14184 Layton Dr. to see what their plans were
to bring the property into compliance.
· The meeting was adjourned at 9:45 p.m. with the next meeting scheduled for
July 21st, 2004 at 7 p.m. at Randy Simpson’s home.
