Andover Glen Homeowner’s Association Meeting Minutes February 3, 2003

1. Call to Order: The meeting was called to order at 7:07 p.m. by President Terry Allen at the home of Terry Allen at 14174 E. Layton Dr. Board Members Present: Terry Allen, Fred Freeh, Randy Simpson, Mike Zabinski, Barbara Herrington, Norm Arlt Others Present: Lisa Allen
2. Board Reports:
President- Terry Allen: He reported that he had been doing research related to political signage in the neighborhood. He contacted the City of Aurora to see if it could lend any assistance related to the matter, and Barton Wong from the City gave him a copy of City Code related to political signage, and it specified that the code wouldn’t cover private residential property. Terry indicated that he would research what other associations in the area are doing related to political signage and that he would be continuing to research options related to changing the Andover Glen covenants in regards to political signage. Terry passed around draft language that the Association’s attorney’s have written related to how proposed changes to the covenants can officially come forward to a vote of the homeowner’s. The board discussed how these two issues would be brought to the Association at some time later in 2003. Terry indicated that he had gotten some information from the City related to Colorado State House Bill 1161 that may erode the rights of homeowner associations. He suggested we contact our State Representatives to oppose this bill.
Vice President - Fred Freeh: He reported that some street patching work had been completed in the neighborhood.
Secretary – Randy Simpson: He reported that several homeowner’s contacted him to say they like the new newsletter. He reported that the monthly printing cost of the newsletter was $17.19. Several board members indicated that this amount was a bit high and suggested that he look for other places to print such as the new Office Depot. Several board members also commented on spelling mistakes on the neighborhood web page. Randy requested that all board members submit materials to him for inclusion in the AG Gazette.
Welcoming – Barbara Herrington: She reported that the two homes for sale in the area appear to have been sold. There were no other new neighbors in the area, and no other homes have gone up for sale.
Grounds - Norm Arlt: Norm notified the group that water fees are going up, and this could impact our budget, however because of the drought, we may be watering less, so these could offset each other this year. Norm said he is still waiting for mulch from the city. Norm said he wanted to form a grounds advisory group similar to the social advisory group. An article related to this group would be put into the February Gazette. Because of the drought, bids were reviewed related to the cost of deep root watering of trees and shrubs. A decision will be made in the near future related to how the Association should be care for it’s numerous trees and shrubs during the drought. Association may look into paying for a hose and installing a tap to do the deep root watering ourselves, but several volunteer would be needed. Norm will be getting bids on pre-emergent weed killer application. A hearing for the mini-grant proposal will be held on Tuesday, Feb. 11th at 1470 S. Havana. Norm wanted to remind folks that the covenants require all homeowners to fill out proposal form and receive approval for any outside landscaping work or modifications to residences. Also a reminder, that some folks are parking snow mobiles in their driveways for extended periods and this in not allowed by our covenants.
Social – Mike Zablinski: He reported that a schedule had been developed for the year related to social activities. He would submit this schedule to Randy Simpson for publication in the AG Gazette. Discussion was held related to the Hayride event in March. It was agreed upon by the board that the actual hayride would be paid for by the Association as way to increase participation in social activities in the association. The date of March 22 was chosen for the Hayride and it would take place in the afternoon at the stables at Cherry Creek State Park. Individuals would be responsible for paying their own way into the park and for the food and beverage afterward at Emerald Isle. Mike indicated that he was still looking for a few volunteers to be on the Social Committee.
Treasurer – Jan Guerra: Jan reported that all homes had paid up their dues, or had made arrangements to pay, except for one property previously under lien.
3. Adjournment: The meeting was adjourned at 9:16 p.m.
4. Next Meeting: The next meeting is scheduled to be held at Monroe Peoples, at 14357 Layton Dr., on March 18, 2003, 7 p.m.
